Human Resources Strategy – HRS4R


 

The European Commission adopted in 2005 two documents: the European Charter for Researchers and Code of Conduct for the Hiring of Researchers (known as Charter & Code). These are key to the European strategy that supports research institutions and helps them evolve: HRS4R o Human Resources Strategy for Researchers.

La European Charter for Researchers describes the roles, responsibilities and rights of researchers and their employers. Focusing on transparency, it seeks to ensure that the relationship between these parties contributes to successful performance in the generation, transfer and sharing of knowledge, as well as the professional development of researchers from their early stages.

In turn, the Code of Conduct for the Hiring of Researchers aims to ensure that selection procedures are fair and transparent. The merit of researchers should be measured not only by the number of publications, but also by a broader range of evaluation criteria, such as education and teaching, supervision, teamwork, knowledge transfer, management and public awareness activities.

En 2016 September, the Aragón Health Research Institute (IISA) signed its Letter of engagement, supporting the principles of the Charter and the Code. This marked the beginning of the implementation process of the Human Resources Strategy for Researchers (HRS4R), in order to ensure that its HR policies for researchers are in continuous progress. The commitment implies the continuous improvement of this strategy, which is reviewed periodically.

 

To do this, a process divided into five steps begins:

   1. Preparation of a Internal analisis rigorous.
   2. Publication of the Institutional Strategy on the corporate website.
   3. Evaluation and approval of the Institutional Strategy.
   4. Application and self-assessment continued by the institution.
   5. External evaluation (by the European Commission) of the Institutional Strategy and its deployment every four years after starting the process.
